As far as stuff like Pot of Greed and Graceful Charity (or even Change of Heart and Brain Control) go, just use one or the other. Using both will be a bit much for a RP. A banlist is to make things BALANCED. Remember, cards should fit your personality.

I highly suggest rather than the soft rule you have down there of putting in a hard rule on cards you dont want overlapped.

For example:
No more than 1 of the following cards:
Pot of Greed, Pot of Avarice, Graceful Charity, Roll of Fate, Sixth Sense
(SS debatable there)

No more than 1 of the following cards:
Monster Reborn, Water of Life, Premature Burial

No more than 1 of the following cards:
Change of Heart, Brain Control, Snatch Steal

No more than 1 of the following cards:
Giant Trunade, Harpie's Feather Duster, Heavy Storm

Also, including some of the nuclear options is silly when you have the less nuclear options available. For example, nobody will use Brain Control if they can use Change of Heart. Nobody will use HEavy Storm when they can use Feather Duster. I mean, if you want to give access to Change and Feather Duster that's fine, it's your list. But having the no more than 1 of the combination i think is important.

I agree with Jem. Some cards will get alienated for other cards that do the same effect for the opponent without paying the cost. I also suggest that you have a look at everyone's decks before they duel since they may hide more than 1 cards ( I highly doubt it, but it happens sometimes. ). And Fisto, you once told me you can either run 1 Pot or 1 Grace, so you can perma ban cards like Duster and Change of heart (Just an opinion) and limit the cards that gives disadvantage to both (Like Brain Control and Heavy Storm). And also allow only one card to be used (For example, either Snatch or Brain, either Giant Trunade or Heavy Storm). Again, you can take them or not, they are just opinions. ^^

Ya, jem was mentioning this to me earlier and I do agree. my intention was to prevent meta decks from being a thing but I'm sure you guys are courteous enough not to use them Wink

I'd do this. Only allow mutually assured destruction cards. (Heavy Storm, Dark Hole, TT, etc.)
Just throwing a Raigeki/Duster out ensures you have advantage over them. Period.
I'd also prefer cards with costs/conditions over cards that don't. (I wouldn't allow Change of Heart, Brain Control maybe, but Mind Control fits the bill better as it has restrictions on it.)
I'd allow 1 significant draw card per deck. (Pot of Greed, Graceful, etc.)

As for your bans; Strix would be fine @1. I'm sure Solemn Scolding would be fine @1 as well, because restriction. Madolche Anjelly and Hootcake, I'd allow 1 or the other. (Hoot allows Xyz plays and helps the deck significantly. Anjelly is just a search and derp.) Shura and Zephy, well, I don't really see the point of having them banned. Dandylion would be fine @1. I don't see a reason to hit a shitty card like Jurrac Meteor. Greydle Dragon @1 would be fine. (it doesn't really work if you don't have a water tuner.)

For the Semi-limits; Don't see the point on Dimensional U-Turn. Not sure why you bothered with semi-limit when it's pretty much a highlander RP.

Limits; Fuck TER. (Literally fucks over any deck that doesn't have removal.) For Premature and Trunade. One or the other. Preferably, Premature. Probably shouldn't allow The Pillager, as that's just outright not fair if you don't run one for yourself as well.
